What is the point during an election to recounting votes?

This current election had ballot recounts. My question is why do they do that? Is it because of the new technology and voters are not educated in their use? Or is it because those who are running feel cheated in some way?

  1. so someone can have time to buy the better votes.
  2. In every race there are mistakes made in the vote counting. Either a machine malfunctioned or ballots were miscounted. It just happens. And when a vote is as close as these two are, it is just natural to check for those mistakes.
  3. Maybe they messed up and needs to start the count over with. Someone already messed up on counting it's just a human error we are only human.
