Barack is saying that when politicians realize that they've screwed up the economy, and are losing on pocketbook issues, they turn to visceral, distracting "sloganeering" campaigns, to get the economically suffering to support the very people who are tanking the economy. Look at Proposition 187 in California in 1992-93; this stuff isn't new, and isn't limited to small towns (or to any particular country; look at Germany in 1935).
