During election counting, is it actual true counts when tallying of ballots?

Will the public ever know if voting ballots are changed/ fixed/tampered with by anyone/group that are for any particuliar party? There have been statements made about the last presidential election that it was tampered with. On my local tv, after an election the person holding the ballot box after the polls were closed was attacked by someone asking for it-to deliver to the county courthouse. They refused to turn it over as it was not as the laws & guidelines directed to the poll workers to do. That person was arrested & jailed for their actions. Will it ever be proven that our major elections in the USA are or could be tampered with or may have been in the past & if so who will answer/pay the price? Will the illegal elected have to return their pay, will anyone go to jail/prison?
