What did Joe Biden mean about Obama being the first "articulate, bright, clean"?

13. I think it was a stereotype. If you think about it, there are a lot of whites that don't have any interactions with blacks, so the only thing they know is what they see on TV (Oh boy, you know how that is portrayed) I am sure he didn't grow up with blacks in his neighborhood, and some things that we learn as youths stay with us
