Although election rule of not transfer was imposed,vc forced principal to relieve me&did what can I do?

Although Govt Gujarat(India) imposed rules of election on 2 Oct 2005, authority of Navsari Agril University Navsari,Gujarat India, had forced principal Aspee Coll Hort Navsari Agril.Univerisity, Navsari to relieve me for Paria&did on 3cto 2005 without taking prior permission to compatent authority of the govt. Vice chancellor has violated the election rules and regulations. Is this transfer order valid? What can be done to those persons who were involved in this matter by malafied intense and tried to misuse the power with violation of election rules, seriousely?
