What does this mean? Joe Biden??

I'm reasearching on Joe Biden and I don't get what this means: Authorize NHTSA to develop attribute-based fuel economy model to raise fuel economy for individual vehicle models by 4 percent per year increase – approximately 1 mile per gallon each year
