Why did Rudy Giuliani dump the remains of victims of 9/11 in a garbage dump?

According to the Firefighters Union representing 260,000 Firefighters, Rudy Giuliani limited the search for victims of 9/11 and dumped the remains in a land-fill rather than continue the search.

11. It's kind of hard to separate pieces of dust from people from pieces of dust from 110 story buildings. They did look for months for remains, maybe they should still be doing it today so complaints can be made about "how long it is taking to clear Ground Zero"
