Why does Rudy Giuliani claim to be the "Crime Fighter" ?

According to Giuliani's website : "Under Mayor Giuliani’s leadership, overall crime was cut by 56%, murder was cut by 66%, and New York City—once considered the crime capital of the country—became the safest large city in America according to the FBI." But he never credits Joe Biden. Sen. Biden authored the historic 1994 Crime Bill, which is credited by many as driving down crime rates to the lowest in a generation. Due largely to cuts to programs contained in the Bill, our nation is now facing a similar crime crisis. Last month, the FBI released its 2006 crime report based the Uniform Crime Reporting database. For the second consecutive year, there were measurable increases in violent crime nationwide. This is the first time the crime rate has risen for two years in a row since the passage of the 1994 Biden Crime Bill, with violent crimes increasing 1.9 % nationally. 2. Actually, during Giulianai's time, crime was decreasing nationwide, and it decreased LESS in NYC than it did in the rest of the nation. 4. The crime bill put 100,000 additional cops on the streets of NY...This was the biggest reason for the drop in crime...Guliani just uses the situation for political gain, much like he does 9-11.

6. I am a democratic New Yorker, but I will say I loved Giuliani when he was Mayor and this city changed so much during his reign.
7. He was the prosecutor who put a lot of the top mafia leaders in jail and the mafia put a hit on him and failed. So he was a "crime fighter" and thats how he became mayor.

Does Hillary walk around talking about how Giuliani helped her understand the 9-11 situation in the days after as he lead the city through the crisis.
