16. No. He was just a mayor. I don't think being a mayor is a qualification to be president. He doesn't have any national experience and doesn't know about forein polilcy and stuff. Also, before 9-11 he was considered one of the worst mayors in America. He is just using 9-11 to get elected. I the debates he always brings it up someway. He is like a political joke.
