Is Joe Biden dishonest or just slow?

During the youtube debate when Biden was asked if he flew there on a private jet, he hesitated, put his hand partly up, partly down, then back up again (slowly), and Anderson Cooper asked him if he wasn't sure how he got there. Hilarious! Bill Richardson waffled also. I'm sorry, but 1988 was a long time ago, and that is a pathetic excuse for trying to avoid answering an honest question. I didn't know about his health issues and frankly they do not relate to the current debate.
